SALGA: Municipal interventions need a different approach

The South African Local Government Association says in its current form Section 139 of the Constitution - which allows for struggling municipalities to be placed under administration - is setting them up for failure.
The association briefed media in Durban on Wednesday about the state of municipalities in the country.
SALGA President, Thembi Nkadimeng says the current intervention format needs to be reworked.

The association says progress is being made in turning around the state of Umsunduzi municipality which is currently under administration.
The municipality has been plagued with issues such as poor governance, irregular expenditure and poor financial management.
Nkadimeng says administration efforts are bearing fruit in uMsunduzi.
"What is giving hope is that they have begun the process of appointing key senior positions, particularly the municipal manager, they reported that."
"They are hopeful that by April something would have been finalised and the MM will report because there is a direct link when there is nobody to take accountability with any institution that will not be functioning."
